Gartner Identifies Five Themes Set to Transform Legal Functions by 2030

General Counsel Must Innovate Their Roles and Optimize Legal’s Impact Throughout the Organization

Five themes will fundamentally reshape the legal function by 2030, requiring general counsel (GC) and their teams to rethink their roles, and how their departments operate and deliver value across the enterprise, according to Gartner, Inc., a business and technology insights company.

“As legal leaders navigate a more complex and dynamic risk environment than ever before, the five themes that are transforming legal include regulatory shifts, geopolitical and regulatory uncertainty, technological advancement, evolving talent markets, and organizational forces,” said Raashi Rastogi, Research Director in the Gartner Legal & Compliance Practice. “They must address these themes while also supporting faster enterprise growth under continued budget and resource constraints.”

While persistent disruption continues to dominate the risk landscape, the next four years will introduce nine transformative forces across these five themes that go beyond the challenges legal departments face today (see Figure 1).

Regulatory Change Will Broaden Legal’s Role

Among the most significant forces GC will face are a reconfiguration of U.S. regulatory actors and priorities and a rise in AI-related disputes. Together, these shifts will require legal teams to play a larger role in shaping enterprise risk appetite, adapting compliance practices, strengthening AI governance and protecting intellectual property.

Geopolitical Volatility Will Intensify Trade and Supply Chain Risk

As trade policy becomes less predictable and national security, technological advantage, data sovereignty and privacy concerns play a greater role in global commerce, legal departments will need to strengthen trade compliance, support supply chain agility and help the business respond faster to changing conditions.

AI and Do-It-Yourself (DIY) Tech Will Change How Legal Work Gets Done

Technology will continue to reshape legal delivery. Hybrid human-AI work models and the rise of DIY legal technology can improve task execution and expand self-service, but they will also require stronger governance, training, information controls and human oversight to reduce risk and avoid fragmented or noncompliant tools and processes.

New Talent and Sourcing Models Will Redefine Legal Delivery

Changes in the legal talent and sourcing markets will push departments to reconsider how work is staffed and sourced. Gartner analysts expect a more fragmented legal services market, with managed services providers, alternative legal service providers, consultants and technology vendors taking a greater share of work, while reduced junior hiring may constrain the long-term talent pipeline.

Legal Must Support Growth While Operating with Fewer Resources

Organizational pressures will add to the challenge. Legal departments will need to support more aggressive enterprise growth agendas, including technology investments, mergers and acquisitions, and more complex go-to-market strategies, even as budget scrutiny intensifies. Moreover, 56% of legal departments anticipate a headcount freeze or reduction in 2026, increasing pressure on leaders to prioritize investments that improve efficiency and demonstrate business value.

“Legal departments that begin preparing now will be better positioned to manage rising complexity, support growth and improve how they deliver value to the enterprise,” said Rastogi.
